Criminal Cases in the Hillsborough County Courts

Florida's Thirteenth Judicial Circuit is coterminous with Hillsborough County. Its Circuit Court hears felony prosecutions, postconviction matters, and related felony divisions. Hillsborough County Court handles misdemeanors and county ordinance criminal cases. Florida abolished traditional municipal courts, so an arrest made by Tampa, Plant City, or Temple Terrace police does not create a separate city criminal docket. The filed prosecution goes to county or circuit court based on the charge.

The Hillsborough Clerk of Court and Comptroller maintains the public case record. The State Attorney decides whether to file an information, change a booking charge, or decline prosecution. Five Hillsborough Case Search Routes

Hillsborough Online Viewing of Electronic Records, or HOVER, is the first stop for local criminal court cases. It separates searches by the identifier a reader has. A party-name query is useful when no case number is known. A case number or Uniform Case Number, called a UCN, is more precise. Citation, date and case-type, and court-hearing routes cover other common needs. Open, reopened, and closed filters can then narrow the results.

Results can show case number, style, status, filed date, citation, and case type. Pop-ups must be enabled for some document views. Common names require care. Confirm a match with dates, court type, and other public identifiers instead of treating a name alone as proof.

Note: CF denotes a felony case family, while MM identifies a misdemeanor case family in the Hillsborough court system.

How to Search Case Records

Start with the narrowest reliable identifier. HOVER's public search does not require a paid account for basic access, and anonymous users may view many public records. Registration can be required for certain restricted case types or images. The search is local. It does not replace the appellate, federal, booking, or statewide criminal-history systems.

1. Choose the HOVER route that fits the case number, UCN, citation, party name, date range, case type, or hearing date you possess.
2. Filter the result and open the case summary. Confirm the filed date, status, court type, and public identity details.
3. Read every charge and event. Compare the prosecutor's filed charge with later pleas, dismissals, judgments, and sentence entries.
4. Open available public images or use eCertify when an electronically certified copy is needed.
5. Ask the Clerk for an unavailable image, archived paper file, or other official copy. Include the case number in the request.

The Clerk says public noncertified images may be viewed and printed free. Electronically certified copies are sold through eCertify. Older paper files can require retrieval, so ask about availability and an estimate before traveling.

Missing Hillsborough Case Images

A docket event without a clickable image does not always mean the paper is gone. HOVER uses icons and status labels for viewable documents, extra event information, pending redaction, redaction in progress, sealed or confidential material, and certified-copy purchasing. A requested redaction review can take up to two business days. Anonymous viewers must return to check, while registered users may receive email.

What the Case File Shows

A Hillsborough criminal court file follows the prosecution after charges are filed. It can include the charging paper, arraignment, motions, hearing entries, pleas, trial events, warrants or capias entries, judgment, sentence, probation matters, and closure. A docket is not the same as a police narrative or a full Florida rap sheet. HOVER may also display related cases, party cases, assessments, payments, receipts, and document page counts.

A disposition is the result of a charge. Nolle prosequi means the prosecutor formally chose not to continue it. A withhold of adjudication is a sentence without a formal adjudication of guilt; it is not a dismissal. Those differences matter when the same case contains several counts.

Hillsborough Court Levels Compared

The courthouse name alone does not show which court heard a case. Charge level controls the ordinary trial route. Appeals have another system, and federal prosecutions never appear in HOVER. Use the custodian that owns the docket rather than repeating the same name search in the wrong portal.

Stages of a Criminal Case

For an arrested person, first appearance generally occurs within 24 hours. The State Attorney then decides whether and what to prosecute. A complaint, information, or indictment can begin or formalize the court phase. Discovery and motions follow arraignment. The case may resolve by negotiated plea, trial, dismissal, or another lawful disposition, followed when applicable by sentencing, appeal, or postconviction review.

Dates describe different events. Incident time, arrest time, booking time, filing date, and disposition date need not match. A Hillsborough jail record can appear before the prosecutor files a court case, and a filed case can remain after release from jail.

Hillsborough Appeals Use ACIS

Florida has no single public portal for all trial courts. HOVER covers Hillsborough trial dockets. The Appellate Case Information System, or ACIS, covers the Florida Supreme Court and district courts of appeal. It offers public appellate dockets and available documents without registration, but it cannot replace the detailed Hillsborough trial file.

Use the lower-court case number and party details to connect an appeal back to HOVER. The trial docket holds the original charge, hearings, and judgment; ACIS tracks what happened after appellate review began.

Hillsborough Problem-Solving Case Events

The Thirteenth Judicial Circuit and its partners support drug-treatment court, mental-health court, veterans treatment or outreach court, and other problem-solving dockets. Eligibility, referrals, program names, and calendars can change, so the court's current program pages control. Participation may add reviews, treatment milestones, sanctions, or completion events to a Hillsborough criminal case.

Those events do not by themselves erase the underlying file. Public visibility changes only when a law, court rule, or later sealing or expunction order applies. The State Attorney's charging and diversion decisions can also create outcomes that differ from the first booking allegation. HOVER remains the source for the actual filed disposition.

The State Attorney for the Thirteenth Judicial Circuit is the charging office, not the custodian of the court docket. The Public Defender represents eligible appointed clients, but it does not run a public case-search service. Direct record questions to the Clerk. Use the court program office only to verify a current program name, eligibility rule, referral path, or calendar.

Access & Restrictions

Florida's Constitution and section 119.07 support access to nonexempt public records. Court records also follow rule 2.420. Confidential victim information, juvenile material, sealed or expunged files, protected identifiers, and some active investigative information can be withheld or redacted. An online portal shows the subset approved for online release, not every paper held by an office.

When no case or image appears, verify spelling and identifiers, try the correct HOVER route, and contact the Clerk at 813-276-8100. Ask whether the file is archived, awaiting redaction, never converted to an electronic image, or restricted. A public-record custodian must cite a statutory basis for an exemption and release nonexempt portions after redaction. Absence from HOVER is not proof that no case exists.
